The Defend NGOs Alliance supports the legislation of an Anti-Red tagging Law and the call for the abolition of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
The UN Special Rapporteurs that visited the Philippines in 2023 and 2024 recommended the abolition of the NTF-ELCAC for its role in vilifying and red tagging CSOs -- both NGOs and people's organizations alike; human rights (and environmental) defenders (HRDs) as well as development workers.
Since 2020, more and more development NGOs, development workers and HRDs have become victims in the slew of red-tagging, and trumped-up charges of violating Section 8 of RA 10168 or the Terrorism Financing Prevention and Suppression Act (TFPSA), and RA 11479 or the Anti-Terrorism Law (ATL). The continuing vilification, redtagging, judicial attacks and closure of their bank accounts hinder NGOs from delivering services to communities. The government is in effect hindering CSOs development effectiveness and violating the Filipino people's right to development.
